On the afternoon of Thursday, the 11th, the Municipality of Paranaguá, through the Municipal Secretariat for Women, Social Development and Racial Equality (Semdir), held, in the auditorium of the Higher Institute of the Coast (Isulpar), the launch of the Violence Assistance and Referral Notification System (SINAV), an initiative that aims to improve the registration, monitoring and referral of cases of violence in the municipality, especially those involving children and adolescents.
The secretary responsible for the department, Carolina de Miranda Evangelista Lourenço, highlighted some of the networks that will be able to benefit from the new system, which is already implemented and operating in the municipality of Paranaguá. “All the equipment in the protection network, including social assistance equipment such as the Social Assistance Reference Center (CRAS), the Specialized Social Assistance Reference Center (CREAS), the Integrated Care Center for Children and Adolescents Victims of Violence (CAICAV), the Guardianship Council, the municipal and state education network, as well as the Health Department, will be able to use this system to, when they identify a situation of violence, notify the system and refer the individual to the necessary equipment in the protection network,” she explained.
According to the secretary, the service is immediate. “It’s a tool that the entire protection network feels the need for, this more integrated communication, and it will also allow the professionals who referred children to a facility to monitor them,” she emphasized. “This unification between the facilities of the protection network never existed before and was a source of anxiety, an issue that was always raised in protection network meetings and council meetings. So, this tool provides a solution to a problem and expands our capacity to protect and care for children,” she highlighted.
Carolina further explains that the tool will provide greater speed and effectiveness to the service. According to her, as soon as the information is entered into the system, the team responsible for the case is immediately notified and can schedule the child's appointment. “The tool is already being used by professionals. We underwent a series of training sessions with professionals from the Secretariat for Women and Social Development, the Secretariat of Health, the Secretariat of Education, and the Regional Education Center (NRE). So, all the professionals here have already been properly trained and are already using this tool,” she concluded.

“As we see every day, the Civil Guard already provides this social assistance support, and this serves to formalize and demonstrate the importance of the system, encouraging the population to collaborate more and more. We attend to various situations. Many people don't understand that the Guard may only work during the day, but no, it's around the clock. These professionals are always at our disposal. Therefore, this integrated service is extremely important,” emphasized the Secretary of Security of Paranaguá, Francisco Nóbrega, highlighting the daily work of the GCM on the streets and the social assistance support provided by the security agency in the municipality.

One of the speakers at the event was economist Ermelinda Maria Uber Januário, who has over 30 years of experience in social research and diagnostics and worked for 17 years at the Brazilian Institute of Geography and Statistics (IBGE). She currently works at Painel Pesquisas e Consultoria, and in her speech, she addressed the importance of georeferenced information in public policy. “I am a retired former employee of IBGE, so I have a very strong sense of responsibility towards information, these principles from the institutions where I worked. IBGE is an institution that I respect and admire to this day for its excellent information and the panel,” she said.
According to her, the system was created to facilitate monitoring and follow-up regarding victims of violence. “You will follow along and see how much Paranaguá will advance in monitoring public policy aimed at children and adolescents, and it will also become a reference in Brazil. Make no mistake, this is the first major project developed in this area here in Paranaguá. All our research is published on our website. We are launching a violence monitoring system, focused on children and adolescents, but also on other populations that will be included here,” concluded Ermelinda.
