Assembly approves campaign to encourage hair donation to cancer patients in Paraná.

The Legislative Assembly of Paraná approved an initiative aimed at strengthening the emotional support of people undergoing cancer treatment. The proposal was voted on in the plenary session this Monday, the 9th, and creates the Awareness and Incentive Campaign for Hair Donation for patients with alopecia resulting from cancer therapies.

Bill 265/2023, authored by Representative Tito Barichello (União), establishes that the mobilization will be held annually in the last week of November, in reference to the National Day to Combat Cancer, celebrated on November 27th. The proposal seeks to increase the number of hair donations destined for the making of wigs, a resource that plays an important role in preserving the self-esteem of those facing hair loss caused, especially, by chemotherapy. The text was approved in the second round, with a suppressive amendment.

The project's justification highlights the magnitude of the challenge faced in combating the disease. Proposed in 2023, the text cited a projection from the National Cancer Institute (INCA) of 704 new cancer cases per year between 2023 and 2025, with approximately 70% concentrated in the South and Southeast regions, where the incidence and impact of treatment on patients' routines are higher. According to the congressman, this scenario reinforces the urgency of public policies that, in addition to clinical care, support the emotional well-being of those diagnosed.

The parliamentarian emphasizes that, although often treated as an aesthetic issue, hair loss carries a strong symbolic and emotional weight. Visible side effects, such as alopecia and dry skin, make the diagnosis more evident and directly influence how the patient recognizes themselves in the mirror. “Cancer treatment imposes a very tough physical and mental battle. Hair loss is a daily reminder of the fight being waged. The campaign aims to transform this moment into a gesture of solidarity that restores dignity and hope,” stated Barichello.

Among the objectives outlined in the text are raising public awareness of the importance of hair donation; providing guidance on locations for hair donations and promoting actions that strengthen empathy; and supporting patients. The expectation is to expand the network of volunteers and institutions working in this area, ensuring that more wigs reach the people who need them during treatment.

Environment

Another project approved in the session focuses on addressing climate change. Bill 136/2024, signed by Representatives Goura (PDT), Cristina Silvestri (PP), Dr. Antenor (PT), Luciana Rafagnin (PT), Arilson Chiorato (PT), Ana Julia (PT), Marli Paulino (Solidariedade), and Professor Lemos (PT), officially recognizes the state of climate emergency in Paraná and incorporates new guidelines into the State Policy on Climate Change, established by Law No. 17.133/2012.

The initiative is being processed as a general substitute bill and proposes that the State adopt more consistent goals and actions to mitigate and respond to the effects of global warming, establishing a commitment to a just and sustainable transition towards carbon neutrality. Parliamentarians argue that, more than ten years after the creation of the state's climate policy, Paraná has not registered a significant reduction in pollutant emissions, maintaining an annual average close to 70 million tons.

According to the authors, Paraná is facing increasingly frequent extreme weather events, with direct repercussions on agriculture, environmental conservation, public health, and water security. They argue that formal recognition of the climate emergency is crucial for mobilizing resources, aligning policies across different levels of government, and engaging civil society and the productive sector in implementing mitigation and adaptation measures. The proposal also aligns with Brazil's commitments under the Paris Agreement, contributing to the state's progress towards global goals for containing global warming.

More projects

Bill 869/2025, authored by Representative Marli Paulino (SD), which establishes the Paraná Pink October Walk, an annual event dedicated to raising awareness, preventing, and combating breast cancer and other diseases affecting women's health, has advanced to its second reading. The activity, scheduled for the last Saturday of October, will now be incorporated into the Paraná State Women's Code (Law No. 21.926/2024).

In a single round of voting, the deputies approved bill 632/2025, authored by Deputy Flávia Francischini (União), which declares Guaraqueçaba as the State Capital of Canoe Drag Racing and includes the event in the official calendar of Paraná. The proposal recognizes the competition as a manifestation of coastal culture, highlighting its role in preserving traditions passed down through generations and in valuing the canoe as a historical instrument of work and social integration.

The text emphasizes that the Canoe Drag Race goes beyond its sporting character, boosting the local economy, strengthening tourism, and projecting the municipality onto the state and national stage. According to the author, officially recognizing the title helps keep alive an intangible heritage that represents the identity, belonging, and strength of the region's communities.

Bill 950/2025, authored by Representative Maria Victoria (PP), includes the Maringá International Literary Festival (Flim) in the official calendar of Paraná. The justification states that Flim is a space for celebrating literature, with free attractions for all ages, promoting community engagement with the world of books. In addition to providing opportunities to meet writers and publishers, the festival fosters the local and national literary market, strengthening the cultural production chain.

With a focus on social inclusion and encouraging reading, the 2025 edition included, for example, the distribution of book vouchers to students in the municipal school system and to senior citizens assisted by the social assistance network in Maringá. "This is, therefore, an initiative that directly contributes to the democratization of reading and the formation of new readers," the parliamentarian emphasizes.

In addition, proposals were passed granting public utility status: from Representative Gugu Bueno (PSD), to the Community Security Council of Laranjeiras do Sul (PL 992/2025); and from Representative Alison Wandscheer (SD), to the Association of Recyclable Material Collectors Comunidade Unida de Fazenda Rio Grande (PL 1.112/2025).

With the final drafting waived, the following bills are sent for approval: one granting public utility status to the Associação do Bairro Porto Espanhol Unidos pelo Porto, in Rio Branco do Ivaí (PL 554/2025), authored by Representative Anibelli Neto (MDB); and another to the Jeep Clube de Apucarana (PL 505/2025), authored by Representative Delegado Jacovós (PL).

Furthermore, Bill 510/2025, from the Court of Justice of Paraná, is moving forward, which eliminates the 5th Office of the Distributor of the Central Forum of the Metropolitan Region of Curitiba and amends the Code of Organization and Judicial Division.

Abortion

Bill 830/2025, authored by Representative Marcio Pacheco (PP), was withdrawn from the agenda. The text mandates that public and private hospitals, clinics, and maternity wards must send monthly anonymous reports to the State Health Secretariat (Sesa) regarding all types of abortions, whether spontaneous, induced, legal, or resulting from complications.

In agreement with the leadership, the parliamentarians approved an additional item authorizing Governor Carlos Massa Ratinho Junior to be absent from the country from February 10 to 25, 2026.
